Very nice! I love the tones in the hair. Daww, she looks so happy (:
Critiques? I think the lock of hair going down towards her left could have a bit more 'flow' to it perhaps? Just a little more curve to the top edge of it. Perhaps there needs to be more shadow behind the nose, but it all depends on the light and where it's directed from. Very well done! You're improving with every picture! Thanks :3

Critiques
As for the form of the hair it comes off as stiff. I feel like there needs to be more light and loose strokes so that her hair doesn't look like it has been hardened by gel. Take a look at photographs of hair and how it usually falls over the shoulder. I'd also like to disagree with most of what was said in the previous critique. What you have IS a good start but there is room for improvement. Her eyes are uneven and there is no cast shadow in the whites of her eyes, thus it comes out looking very flat. If you look at your own eyes in the mirror you can find all sorts of highlights and cast shadows there. Also her eyes seem to be set too far apart with the angle you've given her.
And while the skin has a good start it also needs more highlights as well as shadows. Right now it just looks like you've given a thick, dark outline to her face and neck.
You have the beginnings of something that looks good but it is still in need of more work. Look at some real life references to see how the head is put together from that angle, draw from life. Even the artists doing anime and manga now got their start by drawing actual people.
